Mexico is a country that does not have any entry restrictions (a test result is not required for entry).

I just booked for a similar price with swoop to Los Cabos - woohoo!! Also good to remember that they charge an extra per seat fee as well. The lowest I found on my flights was $20 each way. Still a crazy good deal!
